    What Is The Refuge Community in Lake Havasu City?

    The Refuge is a 360-homesite gated community located 4 miles north of Lake Havasu City off London Bridge Road. It has two gated entrances off Arnold Palmer Drive, north and south. The community wraps around the Iron Wolf Golf & Country Club, which features an 18-hole championship course, Toptracer driving range, Reflections Steakhouse, Bogeys & Stogies lounge, a resort-style pool, and spa.

    Building in The Refuge requires an approved contractor who knows the community's design guidelines, review process, and construction standards. Not every builder is allowed behind the gates.     What Are the Building Requirements in The Refuge?

    Every home built in The Refuge must be approved by the community's Design Review Committee before a shovel hits dirt. The DRC meets on the second Tuesday of each month at 9am. Your plans must be submitted by the 25th of the prior month to make the agenda. Miss that deadline and you wait another 30 days.

    The Refuge has published Design Guidelines, last revised in November 2024. These cover roof pitches, exterior materials, approved color palettes, minimum square footage, setbacks, and lot coverage. The community also has a Dark Sky Lighting Guide that restricts exterior lighting to minimize light pollution, and a View Corridor and Setback Book that governs how homes are positioned to protect neighboring views.

    If you need a variance from any guideline, the request goes through a multi-step process: DRC review, Board approval, notification to neighboring property owners, and a 30-day public posting period.

    How Does the Custom Home Process Work in The Refuge?

    Building in The Refuge adds steps that don't exist on unrestricted lots. Here's how we handle it.

    First, we review your lot's specific conditions. Every homesite in The Refuge has its own view corridors, setback requirements, and grading considerations. We design the home to maximize your views while staying within the community's guidelines.

    Next, we prepare the DRC submission package. Floor plans, exterior elevations, color selections from the pre-approved palette, landscape plans, and lighting details that comply with the Dark Sky Guide. We submit by the 25th so your plans make the next DRC meeting.

    After DRC approval, we apply for building permits through Lake Havasu City. Once permitted, construction begins. Throughout the build, you get a single point of contact and real-time photo updates. Most homes in The Refuge take 10 to 14 months from DRC approval to move-in, depending on size and complexity.

    How Much Does It Cost to Build a Custom Home in The Refuge?

    Building in The Refuge costs more than building on an unrestricted lot in Lake Havasu City. The community's design standards require specific exterior materials, architectural detailing, and landscaping that add to the base build cost. HOA-mandated finishes like approved stucco colors, specific roof materials, and Dark Sky-compliant lighting fixtures are factored into every project.

    HOA dues are $538 per quarter per lot, which covers community maintenance, gated entry systems, and common area upkeep. The community also has an on-site storage lot available for residents.
